Appraising the Value of Innovation and Other Benefits
The report Appraising the Value of Innovation and Other Benefits conducted by Professor Sir Ian Kennedy for the National Institute of Health and Clinical Excellence was published on 22nd July 2009.
The report has 25 recommendations including:
- NICE should formulate a definition of “Innovation”
- NICE should establish a mechanism whereby pharma can signal as early as possible that a product may constitute an “innovation”
- NICE should consider incentives to pharma, agreeing a higher threshold in the case of ‘innovation’ and maintained for a fixed period or use of flexible pricing or patient access schemes
